The Raiders reached out to former 49ers general manager Scot McCloughan about a front office position, according to an NFL Network report.
Owner Mark Davis reportedly approached McCloughan about a potential position with the team, but wanted him to work under current general manager Reggie McKenzie. Davis made it known that he didn't want to take away McKenzie's power.
McCloughan wanted complete control of the football department, so the two were unable to come to any agreement. McCloughan has worked in NFL front offices for over 20 years and was last a senior personnel executive with the Seahawks in 2013.

McCloughan would only have come to Raiders if given control of all things football. Owner was unwilling to take away Reggie's power.
