While it's uncertain if Freeman is on the Raiders' radar, Freeman sure hopes they are. According to this tweet posted by 95.7 FM, Freeman complimented the Raiders in a text to someone at their station:

Freeman, who has 13,534 career passing yards, 80 touchdowns and 66 interceptions, was released Thursday after a public rift with the Buccaneers. While he's struggled mightily over the last calendar year, Freeman's talents remain valued commodity among teams without a star quarterback.
