That is the debate, only we've been holding it all wrong, attempting to evaluate Bradford in a vacuum, based solely on his body of work. As always, context is key, which is why examining the careers of other successful NFL quarterbacks might allow us to view Bradford in a different light.

What has Bradford accomplished in six NFL seasons? The same was being asked of Smith entering the 2011 season.
Selected number one overall by the 49ers in the 2005 draft, Smith wasn't merely a bust. He was a total flop.
Smith lost the starting job over and over again, both due to injuries and poor play. He led the club to a 19-31 record while completing 57 percent of his passes for 6.2 yards per attempt with 51 touchdowns to 53 interceptions, good for a 72.1 rating. Nobody then would've imagined Smith was on the cusp of turning a corner.
